On May 16, the House of Representatives voted, 218-210, to uphold the global gag rule. Specifically, the House passed an amendment offered by Rep. Henry Hyde (R-IL) to remove language passed by the House International Relations Committee that would have required President Bush to repeal his executive memorandum imposing the global gag rule.

The Programme of Action mandates access to a range of reproductive health care services, including health education, information and counseling on sexuality and reproductive health issues-including parenting, family planning, prenatal care, delivery, and postpartum care, abortion (where not against the law) and post-abortion care-and the prevention and treatment of reproductive tract infections, sexually transmitted diseases and infertility.
